Traffic study approved by council members
City also plans to refinance bonds to get better rates
Paola City Council members last week authorized city staff to complete a traffic study along Lewis Drive and a portion of Morningside Drive to see if a lower speed limit is warranted.City Clerk Dan Droste said a complaint by a resident spurred the discussion about the traffic study.Also during the Feb. 14 City Council meeting, the council members: Approved a notice of prepayment, stating the city’s intention to refinance a general obligation bond through the Kansas Department of Health and Environment. The primary loan being refinanced is the one for the Paola sewer plant. The city will be able to extend its debt service another five years, until 2031, and get a lower interest rate. Because of the loan extension, Droste said there would be a total net loss of about $69,000 despite the lower interest rates, but that loss is reduced to about $26,000 after factoring in the refinancing savings on three other smaller bonds. Droste said it’s worth taking the small loss, because the city’s annual loan payment was scheduled to jump from $200,000 to $400,000 in 2013, and with the refinancing, it would be about $267,000. Appointed Mike Gibson and Steve Cowman to the City of Paola Board of Review. The board reviews development policies and makes recommendations on when tax incentives should be given to new businesses, among other tasks.
